She was born in Clifton Springs, NY on Thursday, May 26, 1927, to the late Lawrence Jay and Helen (Tyler) Frethey.  She graduated from Onondaga Valley Academy in Syracuse, NY and worked at the Traffic Violations Bureau. She married Tanch (Mickey) Williams on September 6, 1947 and moved to North Tonawanda, Buffalo NY where they spent most of their free time on their cabin cruiser with their daughters, Christie Sue, Cindy Lou and their boxer Roxy. They later moved to make their home in Newark, NY to be closer to family.

She volunteered at DeMay Living Center, Wayne County Multiple Scleroses and Finger Lakes DDSO. Her passion was for all animals big or small; she volunteered at the Wayne County Humane Society giving animals her love and her time.  Barbara and her friend each year would set up a booth at local stores collecting donations for Paws for a Cause and donating her time for the annual Mutt Strut. She provided a loving home for countless rescued and strayed dogs and cats to include her last loves, Rudie, Katie and Joey.

Proceeded by her husband, Tanch (Mickey) Williams (2008) and the loss of her first daughter, Christie Sue Williams (2017).
